Sealed Bids for the Loveland Madeira Road Improvements will be received by the City of Loveland at the Loveland City Hall, 120 W. Loveland Avenue, Loveland, Ohio 45140, until Thursday, June 29, 2017 at 9:00 a.m. local time, at which time bids received will be publicly opened and read.

In general, the project consists of grinding and overlaying approximately 3300 feet of roadway, 3 culvert replacements, and approximately 460 feet of sidewalk extension along Loveland-Madeira Road in Loveland, Ohio.

The free electronic Bidding Documents which include plans and specifications may be obtained by contacting the issuing office of Choice One Engineering at meb@choiceoneengineering.com. Neither Owner nor Choice One will be responsible for full or partial sets of bidding documents, including Addenda if any, obtained from sources other than Choice One.

A non-mandatory Pre-Bid conference will be held at 9:00 a.m. local time on Thursday, June 22, 2017 at the Loveland City Hall, 120 W. Loveland Avenue, Loveland, Ohio 45140. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.

Bids must be signed and submitted on the separate bidding forms and sealed in a properly identified envelope.

The project will be awarded contingent upon OPWC approval which is expected on or around July 1, 2017. Work may not begin until after this date.

The bid security shall be furnished in accordance with Instructions to Bidders.

All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

Bidder must comply with the prevailing wage rates on Public Improvements in Hamilton County and the City of Loveland, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239.

No Bidder shall withdraw his Bid within 60 days after the actual opening thereof.

The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid which is deemed by Owner to be most favorable to the Owner.
