For Project Questions, Contact Chad Ingle, City Engineer, at 683-0150, ext. 6114

The City of Loveland is planning to undertake a $1,329,200 storm drainage, roadway and waterline improvement project in the Oak, Cedar, Ruth and Robin neighborhood in 2005.  The project is expected to start in the Winter of 2005, and is funded with a $665,000 State of Ohio grant and water and storm water utility funds.

On March 6, 2004, the City hosted a neighborhood meeting to provide conceptual information to residents in this neighborhood and listen to their concerns and issues.  The graphics that are found on this page were presented as options to the residents who attended, and the residents were able to view the slide show that is also found on this page.

Planning Process

(Posted 10/20/05) Update on Oak, Cedar, Ruth and Robin:

The construction project is nearly complete with just a few outstanding items left to be completed.  The City is currently working with the contractor to replace many of the trees that were disturbed during the construction.  The speed humps that are located on Cedar Drive and Robin Avenue will receive an addition layer of asphalt to increase the effectiveness of slowing down the traffic.  Once the speed humps are complete, they will receive paint striping on them to help with visibility.  New street signs have been ordered for the project and will be installed once they come in.  The City would like to thank the community for there patience during the road closure and a huge thanks to the residents that live in the neighborhood.

(Posted 7/25/05) Update on Oak, Cedar, Ruth and Robin:

Two weeks ago the City sent water samples out to be tested, which takes a week to get the results. Once the results came back and the water passed the test, the city's contractor started installing the new service laterals into the new water line. They worked on this all of last week and will finish those up this week. Once they have completed the installation of the service laterals, they will finish the storm sewer system and tie existing storm lines into the new storm. After the storm is completed they will re-grade the roadway, pour the curb and gutter and then re-pave the roadway. At this time they are still expecting to get the majority of the work completed in August, early September. They will repair the damaged driveways toward the end of the project. At this time there is no intention to remove anymore trees on the job. If a tree dies within a year of the construction, the city will pay to have the tree removed.

(Posted 7/11/05) Update on Oak, Cedar, Ruth and Robin:

The contractor has finished the installation of the water line on the entire project.  The water line is in the process of being tested and water samples have been sent to a lab.  Once the results come back and are approved, the contractor will then begin installing the water service lines to the new water main.  During the installation of each service, the residents can expect there water to be turned off for approximately 30 minutes.  The residents will be notified in advance when the contractor needs to temporally shut off the water.

(Posted 6/21/05) Update on Oak, Cedar, Ruth and Robin:

The contractor has finished the sanitary sewer line on the entire project and is 80% complete with the storm sewer line.  The next utility the contractor will be installing is the water line.  They have finished the installation of the water line on Cedar and they have started the water line on Oak Street.  The residents will be notified in advance when the contractor needs to temporally shut off the water.

(Posted 5/12/05) Update on Oak, Cedar, Ruth and Robin:

The contractor will be finishing the sanitary sewer line down Ruth on Monday which will complete the entire sanitary sewer line.  The next utility the contractor will be installing is the storm sewer.  The installation of the storm will begin at the intersection of Paxton and Cedar and proceed on Cedar to the city limit.  Once the portion on Cedar is complete, they will then begin on Oak Street and finish the storm sewer on Ruth and Robin.  Throughout the remainder of the project the roads in the construction area will remain close.  Please access McCoy park off of Paxton to Williams then Oak.  Thank your for you patience during the project.

(Posted 4/28/05) Press Release, Paxton Road Closing:

The City of Loveland would like to announce the temporary closing of State Route 48, also known as Paxton Avenue, between May 9th and May 12th from 7 a.m. to 6 p.m. each day.  State Route 48 will be closed between Oakland Road/Oak Street near St. Columban Church to the east and Williams Street to the west.  This closure is necessary to install a 36 inch stormwater pipe under State Route 48.  State Route 48 will be closed to all traffic between Oak Street and Williams Street during the day, but will be reopened each night after 6 p.m.

Significant traffic congestion and delays are expected, and drivers are strongly encouraged to use alternative routes.  A temporary detour route will be opened on Oak Street, but this bypass is through an active construction area and is expected to take considerable time to traverse.  Speed will be limited to under ten miles per hour through the detour route, so travelers are strongly encouraged to utilize alternative routes when possible.  Once construction is completed on State Route 48, the closure of Oak Street will resume for the duration of the Oak, Cedar, Ruth and Robin construction project.

The City of Loveland will provide nightly updates on the construction progress to keep travelers informed of conditions in the field and any changes in construction schedule.  Interested residents and travelers should visit this website to receive these updates.  Click here to view the map of the construction area and detour route.

Cinergy has completed the installation of the gas main on the project.  Trend Construction is now on site and has started the installation of the sanitary sewer main.  Currently they are working on Cedar Drive.  They are installing the sanitary sewer laterals to the homes as they go which is why they have to dig in the front yard of each home.  Please remember that the road is closed and all residents that live in the construction limits need to have a hanging pass on their rear view mirror or may be ticketed by the police.  Thank you for all of your cooperation during the project.

(Posted 2/18/05) Oak, Cedar, Ruth, Robin, Road Improvement Project: Trend Construction will begin work on the above mentioned project in the beginning of March 7, 2005.  Currently Cinergy’s contractor, Brewer, is installing the gas service on the project and should be done before the City’s contractor is on site.  Brewer has temporally closed several of the roads during work hours.  Road signs have been placed on the project indicating that the above roads will be closed to through traffic beginning March 7, 2005.  Please remember that all residents need to have a hanging pass on their rear view mirror or may be ticketed by the police.

Cedar Drive from the intersection of Paxton Ave. to the corporation limit

Oak Street from the intersection of Cedar Dr. to Loveland-Miamiville

Ruth Ave and Robin Ave.

All local traffic must have a construction pass hanging on their rear-view mirror to pass through the local roads, however visitors to McCoy Park will have access without the pass.  Construction passes can only be obtained by homeowners that live within the construction limits.  Staff and visitors of the Loveland Presbyterian Church will have access to the church off of Loveland-Miamiville to Oak and Cedar.  The expected timeline for the project will be approximately 6-7 months and is dependent on weather conditions.
